The two shootings took place only a few weeks before pivotal, nationwide local elections, and as the party, the A.N.C., is embroiled in a dispute over the eligibility of more than 100 candidates.
Some of those detained accused security forces of beating them during an intense crackdown on demonstrations in India’s capital over the weekend. Police have said they followed the law.
